General Purpose of Job:
The Phlebotomist under the supervision of the Administrative Director, the Medical Technologist and Phlebotomy
Team Leader, plans, coordinates and directs the daily activities for all the phlebotomy section of the clinical
Laboratory. The Phlebotomist is responsible for: collection of specimens from patients, initiates waived and
Intermediate level bedside testing; the phlebotomist is also cross-trained to assist the laboratory information data
department when possible; is assigned to assist Medical Technologist by setting up and initiating waived and
intermediate level testing, specimen processing and filing; implements good public relations by representing the
laboratory directly to patients, physicians and hospital staff; must accept suggestions, corrections and adjust
to changes in schedules, policy and procedures; Ensure the validity and accuracy of specimen collection /
Test results; will help to train new employee and student: collect documentation within the section; Assures quality
of work, workflow, turn-around-time; assures accurate testing to support quality patient care; accept suggestions
and corrections as adjust to changing situations; Safety precautions and protective attire must be used at all times
according to hospital and laboratory policies and procedures; must promote team leadership; must be familiar with
performance and interpretation of laboratory procedures associated with pediatric hospital with most patients
below the age of 24 years 364 days; Responsible for creation and periodic review of Section procedure manual written in accordance with the NCCLS standards; ensure that Corporate and Laboratory Integrity is in compliance with OIG guidelines. The phlebotomist performs other duties as assigned and is able to work hours beyond those of
normal full-time positions to fulfill duties and needs of Driscoll Children's Hospital.

- Responsible for specific role during various internal and external CODE and disaster occurrences.
- Responsible for ensuring compliance of Infection control techniques within the Laboratory.
- Responsible for ensuring compliance of Safety techniques within the Laboratory.
- Responsible for ensuring proper security procedures when entering the building and demonstrating appropriate use of ID badge.
- Responsible for ensuring proper use of the Pneumatic Tube System.
- Responsible for compliance of IOP/CQI issues.
- Responsible for ensuring proper compliance with IOG and HIPAA.
- Demonstrates business practices and personal actions that are ethical and adhere to corporate compliance and integrity guidelines.
- Assures that phlebotomy supplies are restocked for all three shifts.
- Responsible for all clerical duties.
- Performs duties and responsibilities of Certified Phlebotomists.
- Reviews technical work performed in the section at least daily.
- Revises and reviews procedure manuals according to NCCLS guidelines.
- Communicates appropriately with coworkers, hospital personnel, physicians and physician offices.
- Maintains knowledge of new technology and procedures and makes recommendations when appropriate. .
- Maintain coverage of the laboratory to provide adequate patient care, which may require “last minute” schedule changes.
- Collects samples from inpatients and outpatients using standard venipuncture or skin puncture techniques according to established policies and procedures.
- Promotes quality and participates in quality improvement programs.
- Inventories, reports and restocks all phlebotomy and bedside testing supplies to ensure continuity of activities.
- Assist in training and orientation of new staff, and students.
- Reports any violation of hospital and laboratory policies and procedures to Administrative Director immediately.
- When working in emergency situation (John Doe), by education, and experience, draws extra blood for further testing based on the observed patient’s condition.
- Delivers specimens to the lab as needed.
- Performs nasal wash for virology testing and throat swab for virology and microbiology testing with documented approval by supervisors and documentation of training, knowledge and proficiency.
- Responsible for data entry and appropriate proficiency using the HIS and LIS computer systems.
- Is Proficient in using manual backup to the Lab Information System (LIS).
- Accurately reads physician’s outpatient orders and clarifies any questions before sample collection.
- Assists customers with LIS Information.
- Assures that workplace is clean and neat.
- Operates waived intermediate and bedside testing equipment (I-Stat) only if training, knowledge and proficiency are documented and approved by team leader and/or section chief.
- Responsible for helping to make up RSV collection kits.
- Performs nasal wash and throat swab for virology and microbiology collection of Bordatella Pertessus, Rapid Streps, Throat, Wound cultures with team leader documented approval, training, knowledge and proficiency.
- Responsible for occasionally “bagging” a child for urine.
- Maintains the Sweat Chloride trays by keeping it well stocked and clean. It is mandatory that the electrodes be cleaned after each patient test.
- Responsible for daily resolution of laboratory “outstanding orders”.
- Responsible for proper telephone etiquette.
- Keep Administrative Director and Team Leader informed of current telephone number of which you can be reached.
- Performs other duties as assigned
Education and/or Experience:
- High school diploma or general education degree (GED)- Required.
- Associate's degree (A. A.). Preferred.
Certification:
- PBT (ASCP) required within 6 months of hire.
