Description

JOB SUMMARY:

Supervises and evaluates activities, program operations, clinical care, and performance improvement projects in the hospital-based Intensive Outpatient Treatment (IOP) and Partial Hospitalization (PHP) to achieve department goals, maintain quality patient care delivery, and promote professional standards in accordance with hospital policy, The Joint Commission standards, and Title 22 and California regulations. In addition to supervisory duties, the Supervisor will also be required to perform clinical duties and carry a patient caseload. As a leader and member of a multidisciplinary team, the Supervisor, will be a Licensed Clinical Social Worker (LCSW) and will provide non-discriminatory, comprehensive treatment and coordination of care to patients and their families from pre-admission to discharge and community follow-up. Clinical work will include group therapy, individual and family treatment, bio-psychosocial assessments, treatment planning, utilization review and discharge planning.

JOB SPECIFICATIONS:

EDUCATION:

Master's degree from an accredited school of social work or social welfare required.

EXPERIENCE:

At least three (3) years of combined acute or sub-acute psychiatric clinical experience in medical and/or psychiatric settings with recent and progressively more responsible leadership experience with demonstrated fiscal, human resources, and operational efficiency competence.
Prior experience in PHP/IOP setting is preferred.
Candidates should have experience with Dialectical Behavioral Therapy, Cognitive Behavioral Therapy, and Co-Occurring disorders and treatment.

Demonstrated application of knowledge of state and federal regulations as it applies to ambulatory behavioral healthcare with the ability to interpret and guide professional staff in this area.
Knowledge of psychosocial aspects of illness including family systems theory, crisis theory and effective treatment modalities used to assist patients and their families in adjusting to the debilitating effects of illness.
Knowledge of age specific theories of human development; social work theory and practice as well as applicable community resources and legal aspects of care for varying populations and assigned hospital units.
Significant independent judgment, analytical, problem-solving and collaborative skills in order to organize and prioritize multiple tasks, providing patient centered leadership and direction.
Adhere to professional ethics, practice, and values as delineated by the National Association of Social Workers (NASW) Code of Ethics.
Demonstrates knowledge, humility, ability and willingness to engage in continuous learning about various ethnic, spiritual, and culturally diverse backgrounds.
Demonstrates expertise and knowledge of DSM V.
Demonstrates expertise and knowledge on reporting laws as well as all legal aspects of care (W & I Codes, Title 22, CMS, EMTALA, DOJ, Probate Codes, etc.) relevant to specific population serviced. Specific knowledge of child, elder, and dependent adult mandated reporting law required.
General knowledge of available health care and community resources appropriate for populations served is required; in-depth knowledge is preferred.
Demonstrates compliance in continuous learning and professional leadership skills.
Demonstrates knowledge of government and private insurance benefits (e.g. Medi-Cal, Medicare) and the managed care system and utilization review procedures.
Must have the ability to read, write, and follow English verbal and written instructions, and have excellent oral and written communication, interpersonal, problem-solving, conflict resolution, and time management skills.
Proficient computer skills are required including the use of Electronic Health Record (EHR) and other IT applications and platforms.

LICENSE / REGISTRATION / CERTIFICATION:

Current Licensed Clinical Social Worker (LCSW) with the California Board of Behavioral Sciences (BBS).
Certified as a Basic Life Support provider (BLS-HCP) within 90 days of hire.
Integrative Agitation Management (IAM) and TEAM Advanced® Certification upon hire, and maintained annually.
California Board of Behavioral Sciences (BBS) eligible clinical supervisor.

DUTIES AND RESPONSIBILITIES:

ESSENTIAL (not modifiable)

Administrative

Provides input regarding delivery of clinical care and programs as well as leads department and staff in strategic growth and development.
Supervises employees, develops standards of performance, allocates resources, and approves personnel actions under the direction of the Director, Behavioral Health.
Provides feedback and coaching to staff to ensure appropriate professional growth and development.
Develops Outpatient Behavioral Health goals and objectives by establishing, implementing, and maintaining policies and procedures for its operations.
Participates in developing Outpatient Behavioral Health’s operating budgets and ensuring that budgets are maintained.
Directs the preparation and maintenance of various management reports. Prepares periodic reports, as required.
Ensures that the Outpatient Behavioral Health complies with Hospital policies and objectives and with regulatory requirements.
Participates in Hospital committee meetings as required.
Attends and serves as Hospital representative on professional/civic service organizations, as appropriate.
Initiates and coordinates interaction and activities with other departments, agencies, and individuals.
Evaluates the quality and appropriateness of the Outpatient Behavioral Health programs, actions, policies and procedures.
Assumes responsibility for corrective action when appropriate.
Ensures the efficient and cost effective performance of assigned Outpatient Behavioral Health staff to support or provide quality patient care.
Maintains professional growth and development through seminars, workshops, and professional affiliations to keep abreast of latest trends in field of expertise.

Clinical

Provides psychosocial assessments and treatment to patients and or families related to adjustment to illness and discharge planning.
Demonstrates knowledge and skills necessary to provide cultural, spiritual and age specific care by obtaining specific care information and assessing relevant information needed to identify each patient’s unique treatment and discharge planning needs.
Performs unit/department/program specific comprehensive psychosocial assessments, ensuring pediatric, adult and elderly patient’s age related needs and coping mechanisms are clearly identified.
Acts as patient advocate and resource regarding patient’s needs including financial considerations.
Possesses clinical expertise to effectively assess, coordinate, implement and evaluate all services required to meet the needs of the patient.
Provides individual, conjoint family and group therapy as appropriate to setting.

Collaborative

Maintains effective communications with staff and attending physicians related to patient’s psychosocial and psychiatric needs.
Maintains open communication and positive working relationships with all hospital departments as well as adheres to hospital chain of command.
Willing to assist others and supports other hospital personnel in providing optimal patient care.
Demonstrates a clear understanding and adheres to designated unit/department/program as well as overall policy and procedure.
Collaborates with physicians, patients, families and treatment team members in the development of the patient’s plan of care.
Assist and promotes patient/family education and ensures that the patient’s educational needs are being met.
Works with public and private sectors to ensure best treatment outcomes as well as completes necessary documents consistent with Licensed Clinical Social Worker scope of practice.
