Slightly higher pay than other agencies

Issues I experienced working two contracts with ICONMA: First Contract: I was repeatedly told I had guaranteed hours. During my first week, I was sent home early but assured I’d still be paid for 36 hours. Instead, ICONMA deducted $700 from my stipend and stopped answering my calls. In another pay period, I was three minutes short of 36 hours, and they again withheld $700 from my stipend. After I wrote a review explaining what happened, they eventually reimbursed me, and I had no further pay issues for the remainder of the contract. Second Contract: My overtime rate was incorrect (paid $60 instead of $85 from my contract), though it was corrected with the following paycheck. Then I was significantly overpaid (overtime and holiday pay) because payroll used wrong timesheet. I was then placed on call for 4 hours and not paid, with another large deduction taken from my stipend. I was later placed on call for 12 hours, again unpaid, with another stipend deduction. When I spoke with HR and the unit director, they confirmed that the hospital pays agencies for guaranteed hours regardless of cancellations. They also mentioned they’ve never had these issues with other agencies. ICONMA, however, told me: “we don’t believe on-call hours would count toward guaranteed hours because there is no physical work being performed when an employee is on-call.” Hospital HR, billing, and leadership confirmed that ICONMA is being paid for my guaranteed hours, even when my shifts are canceled by the hospital. They reviewed all my hours and sent me weekly summaries. Some weeks showed me as short about 3 hours, even though I worked three 12-hour shifts. I eventually figured out why—when I worked Saturday nightshift and took my lunch after midnight, they weren’t counting the hours I worked on Sunday morning. I explained that my work week ends on Sunday morning after I clock out from Saturday’s shift, but instead of fixing it, they wanted to open disputes. There’s nothing to dispute—I already have all the payroll records from the hospital and I sent it to them. I filed a case with the Department of Labor and Industries and I notified ICONMA. I was then notified that they will be taking deductions from my last paycheck. I work nightshift and there were a couple weeks I worked on Saturday. Part of my Saturday shift is of course on Sunday morning. ICONMA said they are not counting the Sunday morning hours for that week so I'm short of 36h and they are taking my stipends. I worked three 12h shifts. They are retaliating against me after I started the case with Department of Labor. They got paid full amounts for every single week and are withholding the funds. Stay away at all costs. It's unbelievable how awful this agency is.
