UNCLASSIFIED  POSITION IN THE BEHAVIORAL HEALTH DEPARTMENT SALARY: $65,000 Minimum Qualifications:  Bachelor's of Science Degree in nursing from a college or university accredited by the National League of Nursing supplemented by one year of experience in public health or other professional nursing role preferred. Specific License or Certification Required: State of Georgia license as a Registered Nurse is required. Must possess and maintain a valid Georgia driver's license.  Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position. Examination: The examination will consist of an evaluation of education and experience, accomplished by analysis of the application. Purpose of Classification: The purpose of this classification is to perform duties related to providing public health nursing services to patients in a variety of community and clinical settings, including managing patient caseloads in health centers, homes, community sites, inpatient/outpatient clinics, Multipurpose Centers, and mobile health units. Public Health Nurse I is the entry-level classification in the Public Health Nurse job family.   Essential Functions: The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Plans, oversees and implements services delivery to designated health centers and public health programs: evaluates, develops, interprets and enforces policies and procedures related to federal, state and local laws as well as nursing protocols; provides lead direction and manages assigned staff at clinic; establishes and prioritized clinic flow and workloads in the absence of supervisor; allocates resources for efficient services delivery; assists and supports staff with tasks as necessary; interpreting policy and legal changes to ensure staff understanding; participates in disaster and emergency events; and educates and assesses preventive health needs within the community. Performs physical assessments, health screenings and clinical services to patients in all programs including Child Health, Refugee Health Assessments, Maternal Health/Family Planning/Birth Control, Pregnancy Testing, Presumptive Medicaid & Women's Health Medicaid, WIC Certifications, Prenatal Case Management, PRS/Post-partum Moms, Children's 1st/First Care, Optoacoustic Emission Testing/Newborn Hearing Screenings, Anthropometrics Assessment and Communicable Disease. Assesses and assures the provision of routine health services related to established program deliverables and guidelines: Assesses and assures patients' needs to determine level of care, triage, and develop treatment plan; documents patients' medical history, health status, care/treatments and maintains vital data; implements treatment plans to meet patients' needs based on evaluation; addresses preventative health needs for individuals and the community; and provides disaster and emergency health services.   Manages and assures vaccine and drug inventory following established policies, procedures, nursing protocols, standard operating procedures, and state and program deliverables at Lakewood Health Center and Dunbar Teen Center: Orders, receives, secures, monitors and accounts for drugs, vaccines and related supplies; conducts daily and monthly vaccines inventory and report including monthly CoCASA on multiple centers; dispenses women's health drugs, pills, DEPO and condoms; disposes medications for STD using protocol; administers vaccines to children and adults; provides prenatal vitamins and educates on medications and side effects to pregnant women; monitors drug/vaccines/temperature logs/emergency trays to ensure compliance with drug dispensing policies and protocols; and performs monthly vaccine comprehensive and accountability reports on Lakewood and Dunbar Teen Clinics.   Collaborates with community representatives and interdepartmental providers to coordinate care: Provides health service for at-risk clients; provides disaster and emergency health service and preventative health needs to address individual and community health needs; counsels and educates patients, families and communities regarding healthy lifestyles, family planning, procreation and control of chronic and communicable diseases and other health issues; provides clinical services in the areas of family planning, birth control and reproductive health, immunizations ions, labs, venipuncture, lead test and follow- up, Hemoglobin test/treatment and clinical treatment; provides care and treatments per established policies, procedures and nursing protocols and performs appropriate follow-up care and treatments per established policies, procedures and nursing protocols; provides teaching to patients, families and communities on services, treatments provided; and develops caseloads and follow-up plans for patients under programs for recalls, continuation and integration of services. Provides implementation of public health programs as listed in the public health master agreement: Performs Daycare and school audits ; provides scoliosis and vision screenings in schools; performs Children's First care home visits and family assessments; performs refugee health screens and home visits; participates and provides health services and vaccines in the community such as Mobile Unite, SPAC's events, and in homeless shelters, senior centers and group homes as well as at arms reduction and parade events. Provides preventative services for possible epidemics; assists with communicable disease outbreaks and contacts, participates in flu campaigns as well as at health fairs, back-to-school campaigns and other immunization events; and conducts Bioterrrorism training. Provides and coordinates nursing care in Adult Day Center: Completed admission assessments and yearly re-assessments; observes mental and physical condition throughout day; utilizes critical thinking skills to evaluate ill participants and determines appropriate action; takes and monitors vital signs throughout the month or as needed; notifies family of health changes; assists with activities of daily living; takes and monitors blood glucose levels; administers medications; assists participants with medication administration; observes and monitors care administered by nursing technicians; coordinates physician and community care services; communicates changes in condition with caregivers; collaborates with Program Coordinator regarding patient illness and declining health; participates in family caregiver conferences; provides health talks to promote preventative health care and education for participants; provides health/caregiver-related classes to educate and support family members. Monitors and maintains a safe environment in Adult Day Center; Monitors and observes participants throughout the day throughout the facility; observes for changes in behavior and health condition; utilizes simple commands to redirect and have participants remain/return to facility; observes for and corrects safety hazard within the facility; evaluates level of functioning in participants and evaluates need for assistive devices; collaborates with Recreation Supervisor in evaluating the status of participants and need for services; teaches caregivers safe home practices and environmental monitoring. Documents care provided and maintains records for Adult Day Center: Charts noted incidents/occurrences in patient charts; completes monthly charting per ABC and DHS requirements; contacts caregivers in writing regarding annual physical updates; documents annual physicals; contacts caregivers in writing regarding annual vaccinations; generates and updates Medical Alert documents on each participant; maintains medication administration records; and completes admission documentation. Monitors and enforces infection control procedures in Adult Day Center: Coordinates standard precautions and infection control guidelines for ADP participants and staff; trains staff in infection control guidelines; reports all new, suspected or confirmed cases to County Department of Health and Wellness; and participates in disease investigations and ensures that the facility is equipped with Personal Protective Equipment (PPE) on a daily basis. Coordinates nutritional needs of participants in Adult Day Center: Orders participant meals on a weekly basis; monitors meal tray set-up and delivery; ensures meals are palatable for participants; assists with preparing meals for consumption and delivers trays; monitors dining room while participants are consuming meals; and ensures dietary supplies are ordered and a par level is maintained within the facility. Coordinates transportation for participants in Adult Day Center: Ensures participants are scheduled for transportation; coordinates afternoon transportation; handles transportation issues that arise; communicates transportation changes; coordinates transportation between caregivers and transportation office; prepares filed trip logs; and completes complaint documents when necessary. Responds to, supervises and directs in emergency and crisis situations within the Adult Day Center: Responds to particulars of a given situation using nursing and medical assessment skills as necessary; provides nursing care as appropriate. Additional Functions: Performs other related duties as required. Performance Aptitudes: Data Utilization: Requires the ability to evaluate, audit, deduce, and/or assess data using established criteria. Includes exercising discretion in determining actual or probable consequences and in referencing such evaluation to identify and select alternatives. Human Interaction: Requires the ability to provide specialized or professional level counseling and medical treatment to others that typically requires certification and/or a bachelor's degree in a specific field. Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions. Specific equipment includes computers and peripherals, scales, measuring boards, glucose machines, stethoscopes, ophthalmoscopes, otoscopes, medical equipment and supplies and pharmacology supplies. Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information such as health and medical reports and records, medical and nursing protocols, standards and other information, referral forms, research studies and reports, laws, regulations, and a variety of correspondence. Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs. Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems. Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
