Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive service as a Health Care Surveyor 3 (Nursing), G23 Non-Competitive Candidates: Possession of a license and current registration as a registered professional nurse in New York State; and three years of post-licensure, specialized professional administrative or professional clinical experience. Substitution: A bachelor's degree in nursing may substitute for one year of post-licensure clinical nursing experience; and a master's degree in nursing may substitute for two years of post-licensure clinical nursing experience. Preferred Qualifications: 1. Knowledge of and minimum 2 years experience in working with in a general hospital, preferably in the donation and transplant field; 2. Experience in researching clinical literature, law and regulation; 3. Experience in developing program policy, procedure, protocols, educational materials; 4. Experience in surveillance of NYS hospitals to determine compliance with federal and state regulatory requirements. 5. Experience in supervision of personnel & their work; 6. Ability to/Experience in working independently and with groups, capturing and distilling discussions into documents reflecting discussions, recommendations, decisions, policy, plans and procedures; 7. Strong interpersonal, written, and verbal skills and the ability to create and maintain supportive working relationships with others within and outside the Department; and 8. Strong organizational skills and the ability to adapt to changing priorities and tight timeframes. Duties Description 1. Program Development: work with director and internal and external stakeholders to gather information and develop policy, protocol, regulation, and tools in support of implementation of the Living Donor Support Act. 2. Program Implementation and Management: work with director to train staff; contribute to the development of an application for use by living donors and living donor candidates seeking reimbursement; assist with determination of eligibility of applicants and facilitation of approved reimbursements; contribute to the development of website content and work with PAG and others to get it launched; contribute to implementation of program policies and protocols. 3. Program Evaluation and Performance Improvement: Work with director to identify data elements to monitor and institute a data collection and monitoring system; monitor compliance with established policies and protocols, program performance; identify opportunities for improvement; contribute to reports of program implementation and impact. 4. Education and Promotion: Contribute to the development of educational material for multiple audiences and act as a program ambassador and liaison with internal and external stakeholders. 5. Survey and Surveillance: Survey transplant centers to ensure compliance with statutory requirement related to the Living Donor Support Program requirements and other organ donation and transplant related activities. Provide oversight and training of surveillance staff performing transplant surveys. 6.Supervision 7. Utilize multiple complex computer programs as necessary. 8. Other duties as assigned. Additional Comments Non-competitive appointment via the HELP program. Posted salary range includes the statutory hiring rate at step 4 and job rate for PS&T Grade 22 ($90,464 to $101,197), plus an additional geographic pay differential of $20,000.
