General Job Information Job Summary: The incumbent of this position serves as a key management official within the Office of the Chief Nursing Executive with responsibility for performing broad management functions in the areas of fiscal management, personnel management, clinical oversight, strategic planning, and education and research in addition to managing all nursing services and exercising twenty-four hour accountability for assigned unit(s) with responsibility for the operation of all clinical and administrative aspects of the units. The incumbent participates with the Chief Nursing Executive and the Assistant Directors for nursing to ensure that nursing services are provided in a cost-effective manner which maximizes employee skills and minimizes extraneous expenses such as employee overtime and the use of contract nurses. Works under the general supervision of an Assistant Director of Nursing, who establishes objectives and resources. The incumbent and the Assistant Director of Nursing, in consultation, develop the deadlines, projects, and work to be done. The incumbent exercises 24 hour per day, 7 day per week accountability and in doing so is responsible for the planning and carrying out of work, resolving problems, maximizing the use of available resources, minimizing costs and coordinating the work with others as necessary. The incumbent is responsible for the quality and effectiveness of nursing care delivered in their house. The incumbent keeps the Assistant Director of Nursing informed of progress and potential problems. Work performed is evaluated in terms of feasibility, overall effectiveness, and results achieved. Conducts staff meetings on procedural issues. Meets individually with nursing staff as needed on any shift, to review treatment and nursing care rehabilitation goals. Serves as resource person to professional and non-professional staff providing technical and clinical guidance, as necessary, and working individually with staff on all shifts to develop clinical skills through on-the-job training and the identification of relevant coursework This position IS NOT in a collective bargaining unit. ALL POSITIONS AND APPOINTMENTS IN THE MSS SERVE "AT THE PLEASURE OF THE APPOINTING AUTHORITY" AND MAY BE TERMINATED AT ANY TIME WITHOUT CAUSE. Area of Consideration: Open to the Public First Screening: August 7, 2023 Tour of Duty: 8:30 a.m. - 5:00 p.m. Monday to Friday PROMOTION POTENTIAL: None Education & Qualification: Applicant must possess Associate or Bachelor's Degree in Nursing, at least One (1) year of specialized professional nursing as a Registered Nurse must be sufficiently related to psychiatric nursing in a hospital setting. In addition to meeting the basic requirements, this position requires One (1) year Professional experience at the next lower level. Specialized experience which is directly related to the position to be filled which has equipped the candidate with the particular knowledge, skills and abilities to successfully perform the duties. Work Experience: Strong knowledge in planning, carrying out of work and resolving problems. Knowledge of fiscal management, personnel management, clinical oversight, and the ability to manage all nursing services and exercising accountability for assigned unit(s). Licensures, Certification and other requirements Applicants must be currently licensed as a Registered Nurse with the District of Columbia (or have made application for licensure). Current Department of Mental Health nursing personnel must submit a copy of current D.C. license RESIDENCY PREFERENCE AMENDMENT ACT OF 1988 A person applying for a position in the Career Service, Educational Service, Management Supervisory Service, a line attorney position in the Legal Service (series 905), or an attorney position in the Excepted Service (series 905) who is a bona fide District resident AT THE TIME OF APPLICATION for the position may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present no less than 8 proofs of bona fide District residency and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment. Position Designation: This position is deemed as "Safety Sensitive" pursuant to Section 410 of Chapter 4 of the D.C.
