I think this is a great hospital with wonderful nursing staff.  Staffing is a challenge as it is anywhere right now.  The units are set up for efficiency which helps with nursing tasks and interventions.  Offering incentives to pick up shifts would help them as would being able to pick up a shift on your own unit to help the nurses you work with most of the time.
