Austin State Hospital has been operating since 1861 and is the oldest hospital in Texas for the care and treatment of people with mental illness. ASH provides inpatient psychiatric care to Texans in central Texas. Works under minimal supervision with latitude for the use of initiative and independent judgement. Work involves performing highly specialized and comprehensive nursing oversight for the Department of State Health Services (DSHS) Immunization Section. Leads Immunization initiatives as designed by the Immunization Section and serves as a resource to address clinical questions, within nursing scope of practice, and ensures compliance with a broad range of state and federal guidelines, regulations, and promotes and increases vaccination efforts across the state of Texas against Vaccine Preventable Diseases (VPDs). Works with program administration to develop and maintain written Immunization, procedures, Immunization strategies and standards, strategic objectives, and program priorities to achieve clinical management and program planning objectives. Collaborates with the Director of Public Health Nursing within the Division of Regional and Local Health Operations (RLHO) to provide guidance and input on regional Immunization standing delegation orders. Maintains current information regarding COVID-19, ASN, Influenza, and VFC vaccine management practices. Develops immunization enhancement strategies, priorities, and standards for achieving Clinical Care management objectives. Assesses infrastructure to conduct essential public health services and coordinates key programs to successfully implement vaccine administration processes. 15%. Immunization Nurse Consultation on Cases or Investigations in VPD Outbreaks. Coordinates with the Epidemiology team on complex VPD and COVID-19 outbreaks. Liaisons with RLHO/PHRs, LHDs, and other facilities, as needed. Reviews reported adverse events and communicates with affected PHRs and LHDs to provide appropriate clinical guidance and consultations. Participates in all epidemiology quarterly cluster investigations and supports the management of high-profile VPD and COVID-19 mass exposures/outbreaks. Serves as the Section's lead on nursing response to VPD and COVID-19 emergency events. Travels to field locations for any requested technical clinical support and guidance on screening, vaccine administration practices, and patient care and/or concern needs. 15%. Immunization Nursing Quality Assurance. Provides leadership on clinically-based quality assurance activities. Develops, maintains, and reassess nursing component of audit tool and Immunization references. Supports evaluation team on audits. Supports evaluation team on contracting processes including during site visits for clinical perspective and evaluation, as needed. Reviews accuracy and appropriateness of clinical team's reports for internal and external partners. Ensures Clinical team maintains required certifications, competencies and trainings, and has signed all relevant standing delegation orders needed for their assigned job functions.

15%. Workforce Development. Establishes and implements the Immunization Clinical employee orientation held at least annually, and when needed. Determine training needs for the Clinical Services Team within the Immunization Section at DSHS as well as RLHO/PHRs immunizations clinical staff and develop up-to-date immunization curriculum, trainings, and webinars to increase immunization knowledge and improve vaccination efforts. Coordinate and collaborate efforts with RLHO clinical staff to. Develop and operationalize health initiatives in conjunction with The Healthcare Safety Unit for creating, sustaining, and retaining a viable workforce. Nurse IVUnder the direction of the Immunization Section Director, performs highly advanced, senior-level nursing work. Performs complex nursing work including comprehensive physical health assessments, health screenings, and treatments campus wide. Performs technical nursing procedures according to facility and state regulations after demonstration for competency, i.e., tracheostomy care, gastrostomy/jejunostomy care, wound care, breathing treatments. Maintains competency in use of all medical equipment as ordered by physician/PCP. Administers medications, immunizations, and treatment and observes patients for unusual symptoms and reactions. Demonstrates knowledge of medications administered in order to identify desired effects or adverse reactions. Evaluates and documents healthcare needs and/or issues and reports health care needs and/or issues to the appropriate person(s). Communicates health status/needs to other disciplines, and to families as needed. Provides teaching and training to staff and individuals. Assists with on-the-job nursing instruction and training of other nurses, such as LVNs and Nurse Is during the assigned shift by observing them perform their essential job duties and providing feedback to them in their performance of nursing protocols and treatments. Develops and presents information for inservice training or staff development, as assigned. Serves as a resource for other nurses by answering their questions about nursing protocols and providing information about where to seek additional information for their professional development such as the use of online learning platforms. Provides input to nurse manager and other supervisors to assist in the evaluation of employee performance. Responds to emergency situations to ensure safety of individuals. Registration or Licensure Requirements: Licensed to practice as a registered nurse in the State of Texas or a state that recognizes reciprocity through the Nurse Licensure Compact. Work experience in a health agency, hospital, or health-care facility is prefered.
